    Last month, the nation was plunged into grief following the untimely demise of the iconic singer and actor, Zubeen Garg. Now, his final on-screen appearance, Roi Roi Binale, is gearing up for a historic release this Friday, October 31. In an unprecedented tribute, every cinema hall across his home state of Assam will exclusively screen the film, suspending all other releases to honour their beloved legend.A trade source told Bollywood Hungama, “All the theatres in the North-eastern state will discontinue the holdover releases like Thamma, Ek Deewane Ki Deewaniyat, Kantara: A Legend Chapter – 1, Demon Slayer: Kimetsu no Yaiba – The Movie: Infinity Castle, Jolly LLB 3 and Regretting You from October 31. New releases like Baahubali: The Epic, Single Salma, The Taj Story, The Black Phone 2, Bugonia, Good Boy etc. will not be screened in any cinema of Assam. Each and every theatre in that state will only play Roi Roi Binale.”The advance booking for Roi Roi Binale has commenced and by Wednesday, almost all shows are sold out or nearly sold out. Shows begin as early as 6:00 am in Assam’s capital, Guwahati. But in Tezpur, shows commence even before 6:00 am. While SVF Cinemas in Tezpur will play the first show at 5:45 am, Imp Cinemas’ first show is at 5:20 am. TNZ Cinemas will play the first ever show in the whole of India at 5:00 am.Outside of Assam, too, the response to the advance booking of Roi Roi Binale has been extraordinary. Even in places like Ahmedabad and Jaipur, its shows are fast-filling.The trade source further said, “The ticket sales of Roi Roi Binale in Assam is historic. Almost all shows over the weekend are full and shows of the weekdays are also filling fast. It seems like the film will break every record of all the films in the Assam circuit.”In Roi Roi Binale, Zubeen Garg plays a blind artist and it also stars Mousumi Alifa, Joy Kashyap, Achurjya Borpatra and others.     केंद्र सरकार ने मंगलवार को 8वें केंद्रीय वेतन आयोग के गठन से जुड़े टर्म ऑफ रेफरेंस यानी ToR को मंजूरी दे दी है। साथ ही पूर्व सुप्रीम कोर्ट जज न्यायमूर्ति रंजना प्रकाश देसाई को आयोग का अध्यक्ष नियुक्त किया है। आयोग को 18 महीनों के अंदर अपनी सिफारिशें प्रस्तुत करनी होंगी, जिन्हें 1 जनवरी 2026 से लागू किया जा सकता है। इकोनॉमिक्स टाइम्स की एक रिपोर्ट के अनुसार, इससे 1.2 करोड़ लोगों को फायदा होगा। इनमें से लगभग 50 लाख केंद्रीय कर्मचारी और लगभग 69 लाख पेंशनभोगी हैं। नए वेतन आयोग के लागू होते ही सरकारी कर्मचारियों के वेतन में बड़ी बढ़ोतरी हो सकती है। ये बढ़ोतरी कैसे होगी, किसे इसका फायदा मिलेगा और पुरानी सैलरी बढ़कर कितनी हो जाएगी, जानते हैं फाइनेंशियल एक्‍सपर्ट राजशेखर के साथ 5 सवालों के जवाब में। सवाल 1 – 8वें पे कमीशन का फायदा किसे मिलेगा? जवाब – 8वें पे कमीशन का फायदा 5 तरह के कर्मचारियों को मिलेगा- किसे फायदा नहीं मिलेगा? सवाल 2 – वेतन आयोग से सैलरी कैसे तय होती है? जवाब – किसी सरकारी कर्मचारी के वेतन की सबसे जरूरी चीज बेसिक-पे होती है। इसी के आधार पर बाकी का वेतन तय होता है। इसे एक उदाहरण से समझते हैं। रमेश एक सरकारी टीचर हैं। हर महीने 54,000 रुपए वेतन इनके खाते में आता है। इस वेतन के 4 मुख्य हिस्‍से हैं- बेसिक पे – ये पे लेवल के आधार पर अलग-अलग होता है। इसी पर अन्‍य भत्ते तय होते हैं। महंगाई भत्ता – ये महंगाई के हिसाब से हर 6 महीने में बढ़ता है। अक्टूबर 2025 तक केंद्र सरकार का DA 58% है। मकान किराया भत्ता – ये शहर के हिसाब से अलग-अलग होता है। टियर 1, 2 और 3 शहरों में हाउस अलाउंस (HA) अलग-अलग है। ट्रांसपोर्ट भत्ता – ये भी शहर के ह‍िसाब से अलग-अलग होता है। इसके बाद वेतन में कुछ कटौतियां होतीं है। जैसे इनकम टैक्‍स, हेल्‍थ इंश्‍योरेंस, पेंशन स्‍कीम आदि। पूरी कैलकुलेशन के बाद मौजूदा फाइनल वेतन सवाल 3 – 8वें पे कमीशन की सिफारिशों से कितना वेतन बढ़ सकता है? जवाब – हर वेतन आयोग में सरकार चाहती है कि कर्मचारियों की सैलरी महंगाई, जीवन-यापन खर्च और आर्थिक विकास के हिसाब से बढ़े, लेकिन हर किसी का पे बैंड और ग्रेड पे अलग होता है। ऐसे में वेतन एक रेश्यो में बढ़ाया जाता है ताकि सबका वेतन बराबर बढ़े। इसे फिटमेंट रेश्यो कहते हैं। फिटमेंट फैक्‍टर का अर्थ है कि कर्मचारी का वेतन उसके ग्रेड-पे से कितना बढ़ेगा। इसे उदाहरण से समझते हैं। 7वें पे कमीशन में रमेश की सैलरी का बेसिक पे – 40,000 8वें पे कमीशन में फिटमेंट फैक्‍टर 3 तय किया जा सकता है। ऐसे में 8वें पे कमीशन के अनुसार नया बेसिक पे 40,000 x 3 = 1,20,000 ध्‍यान रखने की बात है कि नया पे कमीशन लागू होने पर महंगाई भत्ता रीसेट यानी 0% हो जाता है। अब नया वेतन ​​​​​​सवाल 4 – वेतनभोगियों को कितना फायदा मिलेगा? जवाब – सरकारी पेंशन का मूल फॉर्मूला होता है- आखिरी वेतन का बेसिक पे x 50% यानी रिटायरमेंट के समय अगर बेसिक पे 40,000 था, तो पेंशन 20,000 होगी। 8वें पे कमीशन के बाद इसमें भी फिटमेंट रेश्यो लागू होगा। यानी नया बेसिक पे : 40,000 x 3 = 1,20,000 यानी पेंशन : 1,20,00 x 50% = 60,000 सवाल 5 – पे कमीशन यानी वेतन आयोग क्या है? जवाब- ———————- ये खबरें भी पढ़ें… Amazon ने 14 हजार जॉब रोल्‍स घटाए: 30 हजार कर्मचारी हो सकते हैं ले-ऑफ, जॉब लॉस इंश्योरेंस से नौकरी जाने पर मिलेगा फायदा ई-कॉमर्स कंपनी Amazon ने 14 हजार जॉब रोल्‍स घटा दिए हैं। कंपनी अब जल्‍द ही लगभग 30 हजार कर्म‍ियों को ले-ऑफ कर सकती है। रिपोर्ट्स के अनुसार, क्रिसमस की छुट्टियों से पहले अमेजन में 30 हजार कॉर्पोरेट रोल्स कम हो सकते हैं। पूरी खबर पढ़ें…

    Over 40 years ago, rich country governments agreed to give 0.7% of their GNI (Gross National Income) as official aid to poor countries for development assistance. The average aid delivered each year has actually been between 0.2 to 0.4%. The shortfall has therefore accumulated to almost $5 trillion dollars at 2012 prices, while total aid delivered in that same time frame has reached $3.6 trillion.   • Foreign aid: rebounds in 2013 to highest levels ever despite budget pressures, but still way below promised amounts

    The OECD (Organisation for Economic Co-operation and Development) recently published new preliminary figures for aid in 2013. It showed official development assistance (ODA) aid from wealthy governments had increased to just under $135 billion in 2013 (at constant 2012 prices). This is roughly 0.3% of GNI (Gross National Income) of the donor nations. Yet, over 40 years ago nations promised to reach 0.7% of their GNI by the mid-1970s. While each year the amount of aid falls quite short of that 0.7% target (less than half of that target), the quality and effectiveness of that aid is often questionable, sometimes benefiting the donor more than the recipient due to the types of conditions attached to this aid. The epidemic began at the end of 2013, in Guinea. From there it spread to Liberia, Sierra Leone, Nigeria and Senegal. Many of the affected countries face enormous challenges in stopping its spread and providing care for all patients. Thousands of people have died and many are at risk as the fatality rate from this virus is very high. As the crisis worsens, as well as the enormous health challenges involved, the social and economic consequences may set these countries back, reversing some gains a number of these countries have made in recent years.
