Russia Turns to India for Manpower: Over 70,000 Indians May Work in Russia in 2025

As Russia continues to grapple with the economic and human resource fallout from its ongoing conflict with Ukraine, it is now looking toward India to help bridge a widening labor gap. According to official data from the Russian government, more than 70,000 Indian workers may be headed to Russia in 2025 as part of a broader plan to hire 234,900 foreign workers across various sectors.

The labor shortage in Russia has intensified since the beginning of the war in Ukraine in 2022, which led to a significant drop in the working-age male population due to military mobilization and emigration. Additionally, Western sanctions and the exit of many foreign firms have disrupted domestic production, creating an urgent need for workforce replacement, especially in construction, agriculture, manufacturing, and logistics.

The Russian Ministry of Labor has included India as a key source country in its foreign labor strategy. As per the proposed migration quota for 2025, Indian nationals are expected to comprise the largest group of foreign workers, signaling a deepening of bilateral cooperation between Moscow and New Delhi in the labor domain.

The Embassy of India in Moscow has reportedly confirmed that talks are ongoing between the two governments to formalize and facilitate the migration process. A large number of Indian workers are likely to be employed in skilled and semi-skilled roles across Russia’s vast infrastructure and industrial projects, many of which have been delayed or stalled due to the manpower crunch.

Experts suggest that this could be a win-win situation. For India, where youth unemployment remains a concern and millions seek overseas job opportunities annually, the Russian offer could open a significant new labor corridor. For Russia, Indian workers can help sustain economic activity and reduce dependency on domestic labor, which is currently overburdened due to military mobilization.

However, labor rights activists have raised concerns over the legal protection and safety of foreign workers in Russia, especially amid ongoing geopolitical instability. There are calls for India to ensure that any migration agreement includes provisions for adequate legal safeguards, fair wages, and insurance coverage for its citizens working abroad.

In 2023, Russia had also increased worker inflows from Central Asian countries such as Uzbekistan, Tajikistan, and Kyrgyzstan. The move to include India in the top tier of labor-sending countries marks a strategic shift in Russia’s foreign manpower sourcing.

Meanwhile, the Indian government has urged potential job seekers to be cautious of fraudulent recruitment agencies. The Ministry of External Affairs (MEA) is working on setting up an online portal to verify legitimate job offers and assist Indians planning to work in Russia.

This large-scale migration initiative could also lead to increased remittance flows back to India and strengthen India-Russia economic ties beyond traditional defense and energy cooperation.

As the conflict in Ukraine shows no signs of resolution and the labor deficit continues to grow, India’s role as a reliable partner in supplying skilled manpower may become even more critical to Russia’s long-term economic plans.
